Glitter is a Rare Emote in Fortnite, that can be purchased in the Item Shop for 
500 V-Bucks, with Captain Shota's Locker Bundle for 2,500 V-Bucks, with Brie Larson's Locker Bundle for 2,000 V-Bucks or with Captain Shota's Locker Bundle for 2,500 V-Bucks. Glitter was first released in Season 9.
Glitter is one of 603 emotes that can be used within LEGO Fortnite.
