Lore

Maybe "they" pluck skilled combatants from The Loop to use as security?
Batman

IO Guards are the elite troops of the Imagined Order. They are recruited accross the Omniverse, but some are picked from skilled combatants from The Loop, whether a Snapshot or the real person. They are mostly stationed in The Bridge, and work under the command of Doctor Slone.

They are supporting antagonists in Fortnite: Battle Royale, serving as the central antagonists of Chapter 2: Season 5 and supporting antagonists in Chapter 2: Season 7, Chapter 3: Season 1 and Chapter 3: Season 2.

Personality

Though being different people, most guards seem to dislike their job and the lack of safety in their workplace. They still stay loyal to the IO and follow orders due to salaries, and other conditions while patiently awaiting retirement.
