Tiger could be purchased from the Event Store during the Blockbuster event for 1680 Gold.
It really comes down to how you will use the weapon. If you're sticking back, the vast majority of your encounters being at medium-long range, AND your confident that 57%+ of every shot you take will be a headshot, DMG HS HS is certainly the way to go. However, if you're using the Tiger as a general-purpose assault weapon, you'll be engaging at all ranges and it's far more beneficial to get off as many shots as you possibly can for DPS on most enemy types than wasting time lining up headshots.
If 57%-to-100% of your shots are headshots, DMG/HS/HS will do around 21% more damage than CR/CD/CD.
The Tiger is very accurate and has minimal recoil/spread, building DMG/HS/HS is viable. This usually isn't the case with most weapons.
If 0%-to-56% of your shots are headshots, CR/CD/CD will average 47% more damage than DMG/HS/HS.
